Jinan has four well-defined seasons due to lying between a humid subtropical and humid continental climate. The city is dry and nearly rainless in Spring, rainy and hot in Summer, cool and clear in Autumn and dry and cold in Winter. The best time to visit Jinan is autumn, from September till November. After the concentrated rainfall in July and August, groundwater level of the city rises tremendously, boosting the spurting of numerous natural springs in the city.
 
The average annual temperature is 14°C (57 F), with January being the coldest and driest month with an average low temperature of -5.4°C (22° F) and an average high of 4°C (39°F).
 
July is the hottest and wettest month with an average low temperature of 23°C (73°F) and an average high of 33°C (91°F). The annual precipitation is around 675 millimetres (27 inches), most of which falls in July and August.  Snow occasionally falls but rarely in heavy bouts.

Try to Avoid domestic travel seasons
Try to plan your Jinan tour by avoiding the peak holidays. Because of the Chinese tourists, those attractions become more crowded in these periods.
 
The most crowded seasons in China are Chinese Spring Festival (usually in late Jan or early Feb.), International Labor Day (May 01 to 03) and National Day (Oct 01-07). Spring Festival and the National Day golden week are the most crowded time for traveling.
