I've got you are looking for a tour including Jiuzhangou and Zhangye. There is no direct flight or train between these two places. A suggested travel route can be Jiuzhaigou-Xian-Zhangye by flight.
But may I know when do you want to have this tour? Because the flight in this tour is only available during the hot season. If you travel in low season (generally winter season from Nov to Feb), the flight may be canceled or not offerred.
