What about bus route which starts from Hangzhou Tourist Center at 9am and pass Xixi National Wetland Park, South Song Dynasty City and reach Lingshan scenery area. Is it operate now?

Yes, the buses operate every day. But I am not sure about the bus schedule. You may need to check this upon your arrival in the Hangzhou Tourist Center. You may take Bus Route K193 or Tourist No.1 (观光1号) from Hangzhou Tourist Center to Xixi National Wetland Park. 

To get to South Song Dynasty City from Hangzhou Tourist Center, you can take take Bus Route 900, 游9线/y9, 92, 49 to get there directly.

To get to Lingshan scenery area from Hangzhou Tourist Center, there is no direct bus. You need to make transfer. take Bus Route 318 to Jiuxi Stop(九溪站), then transfer to 510 to get off at 张余南站 Stop. Then walk for 3.5 kilometers then you will get there. Or take Bus Route 103 to 感应桥北站, then tranfer to Bus Route 510 to 张余南站 Stop, then walk for 3.5 kilometers.
