Dear Gwon,
Greeting from Kristy, Top China Travel! Well noted that you have some question about Hainan Visa.
Since May 1st, 2018, Hainan has begun to implement the 30 days visa-free entry policy for citizens of 59 qualified countries who holding the valid passport. 59 nations of citizens can enter Hainan as the visitors up to 30 days via Haikou Airport and Sanya Airport on the nonstop international flights. To visit the other part of China outside of Hainan, the Chinese visa is still needed. Under the new policy, individuals from 59 countries can visit the province for 30 days visa-free as long as they book their tour through Hainan travel agencies.
Countries that qualify for the visa-free entry policy (Total of 59 countries) are as below:
Europe (40 countries): Albania, Austria, Belarus, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Macedonia, Malta, Monaco, Montenegro, Netherlands, Norway, Poland, Portugal, Romania, Russia, Serbia, Slovak, Slovenia, Spain, Sweden, Switzerland, Ukraine, United Kingdom;

One must get to Hainan nonstop from an international origin. If you route through a mainland Chinese stop first, like Guangzhou, the policy does not apply in this case. There are many international flights arriving in Hainan from different countries or regions every day, such as Singapore, Hong Kong and Thailand.
You can submit an identity certificate and travel arrangement to Hainan agencies through a travel agency in your country, and then Hainan’s travel agencies will apply for the visa-free entry on your behalf from Hainan public security organ and frontier inspection office
For your question, if you not engaged with Hainan Travel agency, you still need to apply for a tourist visa. You could apply for visa in your country's embassy or related department. Sorry that we do not offer visa service now.
