i am travelling with China Eastern Airlines,will i need to pick up my luggage when i am transferring to another China Eastern Airlines to Cebu,Philipines?

If you have flight transfer in China, you need to pick up your luggage. For flight transfer, plane change is a normal thing, thus picking up your luggage would be a wise behavior.
